Professor Dr. Gerhard Hafner, born in 1943, teaches public international law and European law at the Institute of International Law and International Relations, Jurisprudence Faculty of the University of Vienna. His areas of research expertise include international legal regulations for the prevention of transboundary damage and liability in cases of damage, the peaceful settlement of conflicts, codification of public international law, European law, neutrality, governmental succession of states and international criminal law.
Professor Dr. Hafner worked for several years in the Austrian Foreign Ministry's legal department, where he ultimately held the position of director of the division of public international law from 1993 to 1995. Professor Dr. Hafner has also been a member of the Austrian delegation to the United Nations' General Assembly; from as early as 1972, he acted as member of the Austrian delegations to numerous international conferences, sometimes as head of delegation.
Professor Dr. Hafner was a long-standing member of the United Nations' International Law Commission, where he was primarily concerned with jurisdictional immunities of states and state responsibility. Moreover, he acts as legal expert in numerous other committees and associations, for instance, as President of the Austrian Branch of the International Law Association as well as being a member of the governing board of the German Society for International Law. |
